replace shorted out wire

i just bought a new cd player, i went about disconnecting the wiring harness from the old radio & started connecting the new wiring harness for the new radio. i had the new radio hooked up and it was working fine , but then i remembered that i let a cd in my old cd player that i wanted to get out. so i disconnected the new harness from the new radio and then i reattached the Constant 12V+, Switched 12V+ & Ground wire from the old radio harness so i could get the cd out. i didn't tape up the 3 wires (Constant 12V+, Switched 12V+ & Ground wire) and while the cd was ejecting i heard a wire touch & i smelled a little smoke but the cd still came out so i didn't think nothing of it. so i reconnected the new radio & harness but the it wouldn't power up. so i tried the old radio again, but it didn't come on either. i used a 12V tester and noticed that the Concstant 12V+ has power, but the 12V+ switched lead doesn't have power. so i'm asking for suggestions on how i go about fixing the problem, also whether or not the description of the problem i gave could actually be the reason why i can't get my radio to work.

one more thing. the fuses on both radios are not blown

You blew a fuse in your car.  You should not work on your vehicle's electrical system with the battery connected, by the way.

i got 2 fuse boxes. 1 in the glove box & the other is under the hood. i've checked all the fuses in both boxes & they're good. do you have an idea of which fuse i box i should focus on?

look for one marked radio or RDO

Did you check them a meter? Sometimes fuses look ok but are in fact blown..
