Can a pair of 2ohm dvc subs be wired to 1ohm?

No, they can be either wired for 2 ohm or 8 ohm.

The caveat is, of course, that yes they can if only one coil on each sub is used.  But  that is beside the point.  The fact is, if you want to run two subs at 1 ohm you should buy subs that will yield that impedance.  Two DVC 4's.  My advice, though, is to enjoy the response you will get with your current subs at 2 ohms impedance...and forget about wishing for that ultimate 1 ohm SPL.  It ain't all that.
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

Right now they are wired at 4 ohms, according to my meter. How the hell did that happen?

4 ohms EACH, or 4 ohms TOTAL? If total, you DON'T have DVC 2 ohm woofers - you CAN'T. EACH, that's a perfectly possible result, by wiring the VCs in series, that'll give you the 4 ohms.
