I am the second owner of a 2003 Ford explorer with a DEI remote start (not sure exactly which model cause I can't find the brain box). This remote start works flawlessly when temperatures are above 20 degrees but it never starts when below 20 and it seems to be right at 20. Is there a programming issue here or is it a faulty unit.

Is it set to voltage sensing ? If not where is it getting the tach signal. I never use the coils on this car, you get the problem your experiencing. Grab it at anyone one of the injectors.

Although it will be cold...the next time you try to start it with the temperature that low, sit in the car and watch the theft light....I am willing to bet that theft light blinks rapidly when it fails to start. If this is the case you could try and relocate the pellet or ring that was used in the original installation but my recommendation would be a data based bypass module. The data based modules are not affected by temperature like the pellet/ring style bypasses are.
Installer, IT support, and FFL. I need less hobbies.
