99 windstar stick in anti theft

I have a 99 Winsdstar stuck in the shop right now and it is stuck in antitheft mode.  Is there a way to reset this?  This vehicle only has one ignition key available and a blank key that was supposed to be programmed for a bypass module in a remote starter.  I am fairly certain that this key was not programmed and it has somehow put the vehicle into anti theft.  I have removed all connections to the remote start and attempted to start the vehicle with the regular key but have had no success.  Any and all help would be greatly appreciated

place key into ignition, turn to run, open driver door and wait for 15 min. after 15 min, try to start. if it doesnt start, leave it for another 10 - 15 so it can relearn the resistance. If taht doesnt work, double check all the fuses.

this will work on ALL CARS that use the RESISTANCE antitheft. so passlock 1, passlock 2, vats.
