I have a 1993 honda civic . I am going to install the viper 5900. I just need to know if the satellite relay pack that comes in the box has all the relays i need. Do i need to buy the dei 8618 starter kill relay? And what relay do i need to operate the horn honk feature?

The XCRS has all of the outputs that you need for the ignition circuits in your 93 Civic. You do not need the additional relay for starter kill. Your horn probably does not need a relay, to see if it needs one, use your DMM to find the blue/green negative horn trigger in the harness running up the steering column. Once you find the correct wire, get an old fashioned bulb test light, hook the clip to ground and tap the probe side to the wire you found. If the horn honks you do not need an additional relay, if it honks you do not need an extra relay. What is happening is you are sending ground to the wire in question, through the filament in the bulb (which is the reason you should always use a DMM, not use a bulb test light to check for the proper wire).

I checked the installation manual for the viper 5900and it says to use the 8618 starter relay. I'm really confused b/c some people say I need it and others say no. Has anyone that installed this before used the xcrs and not the external relay?

this says to use a relay for the horn. Is it needed?

?
As stated earlier, your car has one starter wire. The XCRS has starter kill built in. You do not need an additional relay for this. You simply cut the vehicle starter wire, connect the XCRS green to the key side of the cut wire and the XCRS purple to the vehicle side of the cut wire. This will provide starter kill and anti-grind when running under RS.
And yes according to the tech sheet you posted (from here) you will need a relay for the horn. If you were to test it the way I posted earlier you should not hear the horn honk when probing with the test light, hence you would need a relay.
Not quite sure exactly what jesselyons2002 was trying to explain with that earlier post, however he/she is correct that you will also need a relay if you want dome supervision to come on when you unlock with the Viper remote. This is not a mandatory connection but it is a nice feature.
