I am installing a RS on a y2000 Ford E-250 w/5.4L eng. As per Chilton's wire pinout, I believe I should be using #48 @ the PCM. Problem when testing w/DMM I only see 7.5 volts in AC or DC mode on the DMM with no change on increase in RPMs? Am I testing correctly by have neg lead on ground and pos lead tapped into pin 48? What else could I use? This is a distributorless system. Also I need to find the Neutral safety switch tap. The RS is looking for a neg signal but the neu safety switch is switching positive???

My issue is that the Wht/Pnk wire #48 for the tach is always reading 7.5 volts A/C or D/C with out any change in RPM? I need to know if I am testing the tach wire correctly with my DMM??

My info says tach with the 5.4 should be WHITE/ pink in pin 78.

I went to a Circuit City stereo install center and was able to talk to the service tech. He also said that 78 WHITE/ pink  was the tach wire. When I tested pin out #78 on the van's control computer (PCM), again I saw NO change in voltage a/c or d/c. Also the wire color for #78 is Pink/blue or something close to that???

I would say you can try 2 things:
1. Connect your remote start's tach wire to the wire in pin 78(I'm trusting you're reading your pin numbers correctly here). Try to program the tach signal to the remote start. If it successfully programs, try to remote start(if this van has a transponder key and you haven't set up the bypass yet, don't worry - just put a key in the ignition but don't turn it on). If the starter grinds, shut down the r/s immediately and go to option 2.
2. Look at the fuel injectors and ignition coils(whichever's easier to get to). Connect to the wire color at any coil or injector which is NOT shared with the adjacent coils/injectors. Program as per above advice.
