Looking to speed limit 2008 Camry, Any ideas?

I don't know of any products off hand, but it could be done with a frequency switch triggered off the VSS signal.

Have the output cut a few coils so the motor won't run at full power - that would surely limit speed without actually shutting the car off at high speeds (which would be extremely dangerous).

Anything like that would have to be very, very well-installed. You wouldn't want any kind of failure to leave the car stranded.
Another option would be to install one of the various tracking devices on the market, because many of them have a system that will alert you if the car is driven above a certain speed. The driver would still be allowed to speed, but you'd quickly know about it.
