viper 791xv problems, remote won't program

ok i have viper 791xv in my 98 dodge ram...i recently got a new pager because i lost my last one. for some reason the remote wont program. anyone know some of the possibilities it could be? ive taked to an audio shop and the tried to program it and they couldnt get it.

Remote transmitter programming starts on page 34. 

Please note that if the Viper 791xv brain was previously locked with a  Bitwriter you will need to unlock it with a Bitwriter first.

Maybe your door pin is not working, since it is an older car.
That or the programming is locked.
