viper 5301 unable to program

Hello all.  I recently bought a refurbished 5301 to replace a Valet 562t in my 1998 Toyota Avalon.  The brain seems to be working but I cannot get into program mode nor can I get any sort of indication that the LED/Valet switch are operational.  I don't get any horn chirp when trying to program either.  Door lock/unlock works with chirp and trunk popper works as well.  I can use the remote to enter valet mode, but the LED remains off.  Remote start gives me the remote error and 7 blinks because I'm in manual mode.  Neutral safety and door trigger are both grounded so unless there's some other connection that must be made, I'm stumped.  The valet toggle switch seems to have no effect either.  I'm pretty sure the heavy pink wire is going to ignition 1 because I can verify the brain is getting 12V on the pink wire when the key is ON and 0V when OFF or ACC.  My wiring:

H1/1          RED / WHITE              Trunk

H1/4          WHITE/ BROWN       
H1/5          BLACK                        Ground
H1/6          VIOLET
H1/7          BLUE

All I really need is to put it into automatic mode so the remote start will work.  I'm mostly looking for a way to get the LED/valet switch to do anything.  I've tried hooking up the LED and valet switch from the 562t but they still do nothing.  I was hoping that the horn would chirp even if the LED/switch were defective but I get nothing.  I'd consider getting a bitwriter if I knew for sure this thing could be programmed that way.  I don't want to buy one and then find out this thing can't be programmed because of some defect.

Any advice you guys have would be greatly appreciated.  Thanks in advance.

key on then off hold programming switch, wait for 1 honk, wait for 2 honks, wait til third honk then release switch and press once and release then again and hold it. then you'll hear 1 honk, then press unlock on your fob until you hear 2 honks.

more than likely the programming is locked and can only be unlocked with a bitwriter. no way to find out w/out actually trying a bitwriter. rather than buying one you could probably pay a local shop a few bucks to program/unlock it for you.
