545t lights always on

Just installed a Viper 3002 and window control module in a 1980 Monte Carlo. Couple of glitches but that more with the car being old and much of the interior is 'borrowed' from a 1980 Eldorado.
But when it comes to the headlight controller I'm banging my head against the wall. The Headlights and tail lights are always on when I turn on the ignition. It's like the photocell and switch do nothing. I've cut the red wire inside the controller too.
I thought I may have gotten a bad controller but I've bought another one from a different retailer and it's the same thing. I've checked the wires several times, it's nothing compared to the alarm brains or the window controller.
Red - hot
yellow - ignition
black - ground
Brown and purple to hot
blue and green to park and headlights
I'm not using it hooked up to the alarm so the rf channel and grounded when armed aren't being used.
Photocell and on/off switch are plugged into their respective ports.
I even checked the resistance on the photocell and it does change between light and dark. Can't remember the exact numbers but it was very low and very high. (or visa versa)

Finally figured it out.
Took it out and bench tested it and it worked fine. Flashlight on the photocell and the module worked as advertized. Same for on/ off switch.
I'd have to guess that the red wire wasn't making a connection, though I thought I had soldered everything. Since the lights were coming on the ignition wire and ground had to be good. That only left the hot wire.
All is good now.
