avital 4103 and 2000 expedtion parking lt

I spent the day hooking up my Avital 4103 remote start system and everything works except the parking lights don't flash or come on. I have run the H1/9 white wire right to the switch at the dash and hooked to the brown wire, but have not had luck with the lights. Do I need a relay to run those lights with this model. The unit itself is set to positive for the light system. The instruction manual mentions that a relay might be needed.  Found everything else here and works great.

did you check the wire at the switch with your DMM, and it shows +12v with lights on and no voltage with the lights off. Did you also check the output wire from the R/S with your DMM to see if there is +12v output.
