Where did you mount the antenna? I usually mount the antennas about an inch below the headliner behind the rearview mirror on the windshield.
Make sure the cable for the antenna is plugged in all the way on both ends and none of the wires in either plug are broken. Could be a defective antenna. Rare, but could happen.

They have had an issue with some 41xx series systems receivers. Replace the rx and should be good to go, unless you have metalized tint then that may be the issue.

Try activating R/S with the windows open, if range improves, something is shielding the antenna. Certain RAM 1500 do have metallicized windshields
This information is provided only as a reference.
All circuits should be verified with a digital multi-meter prior to making any connections.

although it is very true that metal based tint destroys the range of alarms, it still shouldnt be so bad that you have to right next to the car. my whole truck plus the whole windshield is tinted with metal based tint and my range is still pretty good. not to mention that my antenna is mounted under the headliner and not on the windshield.

Where is your ground at? Is it a good and shiny ground?
I had a similar problem and resolved by moving the ground lower in the kickpanel and making sure there was no paint at that spot.

Try hooking up a new cable and run it outside and try to start it. Thatas the best way. ALso check the cable ends to make sure they are pushed in all the way
