The manual says the
green wire can be - Lock or + Unlock output
blue wire can be + Unlock or - Lock output
but how is this possible? As far as I can tell there is no way to program the output to be either a + or - ??? I dont see any jumpers that would allow you to select polarity?

There called flip flop circuits. What happens is when one has a - signal the other will have a + signal. No programming necessary. I believe there 500ma outputs so depending on the vehicle you may need relays to control the locks. At minimum I would put diodes in line to block the opposite signal.
