5704v turbo timer mode?

Hope someone has come across this. Just finished installing a 5704v and while I turned the turbo timer mode in the programming menus I'm unable to use it.
What am I missing to make this work?

Are you sure it is turned ON? What steps are you doing to activate it?

Typical key on/off door open. Press & hold button thru menus and select option. This is not my first viper/drift rodeo. Just the first one where I can't get the turbo timer to work.
Several 571xv & 5901 installs and programming done before.

Maybe the 5704 is locked by a bitwriter
