I have an idea.....my problem is exactly how to do it with out breaking the bank. Could you have 4 momentarty switches conected to a group of relays that if pushed in the correct order will enable the car to start? For example - Push 1st switch then 3 then 4 then 2 which trigers the starter relay to latch and you can start the car. You would also want it to reset if a switch was pushed out of order.

Yes, you could, but it wouldn't be very practical. Off the the top of my head just to make the 4 switches function as you described, you would likely need 8 SPDT relays, then a proper remote start unit for the vehicle plus any additional relays needed to install it.
