So I want to set my alarm up so that my drivers door unlocks on first press then the rest on the second.
Is this something that can be reasonably done using relays or do I need to find an alarm with this feature?

Since we don't know your vehicle/alarm this response is in generalities. There are different variables involved. Many vehicles work this way from the factory and there is no extra work involved.
Otherwise, if your alarm has an option for a 2nd unlock output, the unlock output will control a relay and drive just the driver's door actuator (this usually involves cutting one factory wire). The 2nd output will go to the vehicle's unlock wire.
