i know this question is off topic, but an installer might know this. Does anyone know what makes the intersection lights change to green when emergency vehicles approach an intersection? I've noticed on the light poles that there appears to be some sort of receiver box below the clear/white light that starts to flash when an emergency vehicle is approaching. just curious.......

Emergency vehicles are equipped with the MIRT system to change the lights to green.

There are places on the net you can buy these. Very illegal.

The actual problem is that they are not illegal. There are no laws concerning infared devices with the fcc or any other government agency. Another problem is there is currently no way to detect them by police.
