I bought a used 99 F250 SD Diesel Supercab. It came with one key (not a factory original) and this truck had been passed through the car auction circuit. How can I tell if if it has the stuff in it for keless entry? If it does can I get new remotes?

Test the wires with a DMM. If the lock/unlock wire test 12 volts then truck has keyless entry. If they test 0 volts and 12 volts when you press the lock/unlock, then there's no keyless entry system.

FORD, F SERIES SUPER DUTY, 1999, Power Lock
Non-keyless versions are 5 wire located in the driver door harness. Keyless versions are negative trigger located in a gray molex plug to the right side of the steering column.

Negative pulse, type B, on keyless entry models. Five wire, type C, on non-keyless models, mastered from the driver switch.
You have to do the investigation on your truck from this point on. As for the keyless remote you have to go to the dealer to replace it. After market one, any shop that does auto alarm will be happy to put one in for you.
Be careful whose advice you buy, but be patient with those who supply it.99 F250 Keyless Entry ? -- posted image.
