Sure, tie the ground when armed and the down triggers together. One set may step but then they will go all the way up.

Whoops forgot to mention that I want all 4 windows to go all the way up. When you say "step" what do you mean? Sorry I dont quite understand that

Well, normally on the down the module will vent the windows and if you keep holding the button then they will go all the way down. In you case two of the windows will go up 2 inches then go the rest of the way up.
