1999 dodge caravan tach sense

Okay, so three years ago, I got a car starter for my wife and installed the whole thing, but couldn't figure out a way to get to the tach sense wire on a 1999 grand caravan. The thing has been sitting in the basement since. With winter approaching, I thought that maybe I should take another whack at it. Anyone have any ideas on how to tap into that without tearing apart most of the engine?

The tach wire is on the side of the PCM module located at the distributor where the plug wires are. The wire color is gray or gray/red

Tach SignalGRAY & D BLUE/TANAT POWERTRAIN CONTROL MODULE
(2.4L) *

* Each Wire Listed Above Is A 2 Cylinder Signal.
3.0L Tach Wire Is GRAY/RED At Powertrain Control Module (PCM). 3.3L & 3.8L Tach Wire Is GRAY/RED, D BLUE/TAN And RED / YELLOW At PCM (Each Wire Is A 2 Cylinder Signal).
PCM On All Models Located On Driver Fenderwell.

Newbie is probably too generous a description for my car abilities. I know a ton about audio, but very little about cars. So I know that the distributor connects to the spark plug wires but that's about it. How do I recognize the PCM (what is it really?).

Thanks to your help I was able to get the starter to work. I have the relays all made up for the locks, but I can't track down the WHITE/ green for them. I'm looking in the grey wire blocks under the dash, to the left of the steering cloumn. In other posts people mentioned "junction block two #217" and I'm trying to figure out what that means. The terminals on the grey blocks go up to 36, and the wires in terminal two are not white /dark green.

Power Lock - WHITE/ green - left plug at bottom of fuse box under cover (1 of 3)
Power Unlock - same wire
Notes: Use relays and set up for negative trigger. Place a 4020 ohm resistor inline on the lock output, and a 665 ohm resistor inline on the unlock output. If you do not have a factory security system use a 1500 ohm for lock and a 250 ohm for unlock.
