I have a 2003 monte carlo ss and when i bought it, it came with a viper alarm system. The other day i was messing around with neon lights and accidentally touched two wires together.. when i did all the went off... i tired to start the car but it dosent turn over.. all the lights work except the radio and dash.. unless i turn them on manualy.. i think the alarm has some security lock on it.. does anyone know how to bypass this or to reset it so i can start my car.. thanks.

Sounds like you blew a fuse.  Check the fuse box, inside the car car and under the hood.  Does the car crank?  Also, what color were the wires you touched together?  If you touched the tach wire (PURPLE / white) to ground its possible you damaged the coil/distributor.  If you shorted out the ignition wire (yellow) the car also might not start.
