ca 670 big problem

Code Alarm CA-670 into a 1995 Cadillac Eldorado with a PLXR bypass.

I am pretty sure a have all the wires I need/want hooked up correctly. PLXR will program. I tested the siren (Songbird SB-1) by grounding signal wire, makes noise. 

I get nothing from alarm, no lights flash, no siren sounds..... Bad brain?

When I test the ground wire in the 22 pin harness, it reads 1.88v, is that normal? When I ground the wire I get nothing, but when I remove the ground, the doors lock....

The songbird is a speaker, not a siren. You should have it hooked to the songbird output, not the siren output. If you don't have a siren or the horn hooked up, the alarm won't make any noise when setoff. Next you must turn on the songbird feature for it to work. Read the owners manual page 11.
Next leave your ground hooked up anytime you have that module plugged in. Disconnecting the ground with the module plugged in could damage the module and/or the vehicle. Always hook up your ground first and never unhook it during any point in testing/operation without unplugging the module completely.
