I've installed a DEI Hornet 564T in my 2003 Dodge Caravan (no immobilizer).  Starter kill, parking lights and door locks work fine.  Remote start does not work - engine will not crank.  I'm using a relay for the 2nd starter PURPLE / brown wire as follows:

86 - 12V directly from battery, 85 - alarm (-) 200mA starter ouput, 87 - to 2nd start PURPLE / brown wire through 180 OHM resistor, 30 - ground.  I can feel the relay coil energize during the remote start process.  The tach sense learning procedure worked fine.  Any help appreciated, thanks!

Use this link and see if it matches.  The link shows a violet wire that was used in old relay packs that DEI use to have. http://www.directechs.com/techtips/pdfs/resources/security/directed_techtips/1083.pdf  Also make sure that your black white wire is grounded and your starter wires, the purple and green wires aren't reversed.  Green is key side and purple is starter side.

The violet wire is already connected per the diagram in the DEI PDF you provided.  The BLACK/ wire is attached to the neutral safety switch WHITE/ lt green wire in the connector 2 of the BCM.   Perhaps this is not supplying the necessary ground; I'll tie it directly to chassis ground instead and test.  Thank you for your time and help!

Try temporarily disabling the relay you've installed. (You could just undo the 86 terminal, or if you've used a harness for the relay, simply unplug it.)
The newer Caravans will work fine without the second starter wire hooked up, but the older ones won't. I can't remember for sure if 2003 needs it or not.
Anyway, if you disconnect that and all of a sudden it works fine, at least you know where the problem is. You could choose to leave it disconnected, or if you prefer, troubleshoot the problem and make it right.
Also, you do have the main, yellow, positive starter hooked up, right? And it's easily possible to connect the starter kill backwards--------using your tester, verify that the "engine" side of the yellow wire on the car, is really getting power at the right time.

A faulty connection to the neutral safety switched caused the problem.  Thank you everyone for your help!
