I need to build a small electronic circuit inside a standard 5-pin automotive microrelay package to make a specialized relay function that is not commonly available off-the-shelf. Can anyone tell me who might sell the empty plastic relay housings and the 5-pin spade terminal bases for a standard 5-pin automotive high-current microrelay? Even a hobbyist kit would be useful to me.

You should be able to get surface mount (or even through hole) spades from any electronics suppliar (like digikey or mouser).  I have never seen relay enclosures available.  You may be able to find a potting box roughly the same size and just use the circuit board for the base of the box.

Are you going into production for this or is it just a single unit you're making?
If it's just one, why not just take a standard relay and clip off the innards from it to make room for your custom circuit?
