power on/off Dell DJ w/ REM

Can someone draw me up a diagram that when the REM wire is hot it will send a 3 second pules to the Dell DJ (through a wire that I am going to put into the remote for the DJ). Here's the tricky part ... when the REM wire is cold it sends another 3 second pulse to the DJ (through the same wire as before) I was trying to figure this out for myself ... but it seems a little too complicated for me. Thanks a lot!

what's the rem wire? and when do you want it to give this pulse? when you hit a switch or just whenever it goes cold?  Bad Boys Customs
