Found the problem. I was using a small power supply rather than the car battery to test the actuators. While it provided the correct voltage, it did not provide anywhere near enough current. Hooked it up to the car battery and it works like a charm. Thanks for the help everyone, but in the end it was my own stupidity that did me in!
