alias20874, I dug out some info regarding 2006 Ford Fusion headlamps stay ON after switch is OFF from Ford technical service bulletin (TSB 06-19-11)

I can email to you if you pm me your email address. If you know how to read schematics, I can also attach a few which will help you how to test the light switch.
