It is on a 2012 4Runner, purchased new. The dealer I bought it from traded another dealer for it so it is taking a while to find answers.

It kinda looks like the old starter kill module. Can you look under dash and see where the wires are running...? does that rubber insert come out on the top...? Have you pressed the button...? If you un-screw it... is there a name/number? Lots of dealers will have somekind of starter kill installed... We actually do the old school, 1970's floor-mount, huge, switch that you step-on to turn on the bright headlights... Their Service Guy wanted these... Oy Vey...!

If i payed all that cash for a 4runner i would ask the dealer to not only remove it but replace the panel the screw holes are in. Most lot starter kills like that are slapped in as quick as possible, it will give you nothing but grief in the future...
