viper alarm troubleshooting

I just bought a 2002 Jeep, with Viper 500ESP installed, with glass-break sensor and door-lock actuators. It seems completely dead. The LED hasn't blinked once as far as I know. I dug under the dash and saw what I think was the brain. I see two in-line fuses going to it, which looked fine.
Anything easy to check? Where do I start?

Black ground wire, measure the voltage between that and the alarm side of the 2 fuses.
If you get 12.4 or more, then work back to the brain.
Check for breaks or plugs removed.
Do the LEDs on the remotes light up?

Do you have the remotes to the system? Can you find the siren under the hood? I would guess that the system was put in the Jeep when the Jeep was brand new as the ESP line hasn't been around in quite some time.

I do have the remotes, and the LED lights on one at least. The siren is under the hood. I'll grab my volt meter when I get a chance and test the voltage into the unit.

It appears I do have 12.3 V in the wiring harness to the brain. Think it's dead?
