Or even check the steering column loom to see if you have any loose wire shorting probably when you wired up your 350.

Ditto. Quite possibly if not a loose or floating terminal, then worn-thru insulation.
Trust me, dash mounted buttons are not good.   (Yeah, I'll fix mine one day...)

Don't even attempt, I saw the problems you had with a basic alarm, take it to a dealer or auto electrics pro.
Airbag in steering wheel? And then think $$$ if you try this yourself.

The cover will either be all clips between the 2 halves or you may have a couple screws going up from the bottom. DO NOT ATTEMPT TO REMOVE THE STEERING WHEEL!!!!! If not done properly you can deploy the airbag and it can injure you (or at the very least, injure your wallet). Check through the loom all around there and make sure the wire isn't pinched anywhere or the insulation worn. Since it has to do with a specific movement, it is almost guaranteed to be a bad wire somewhere near there. Hopefully it's not in the steering wheel itself... but I doubt that.

You have a bad clock spring, plain and simple. It's a common fialure in GM trucks and you need to remove the steering wheel to change it. Here's what it looks like...
