I am doing an R/S on a 1999 chevy Silverado 4.3l. I have an Arctic Start AR-600s. I have not did the resistor relay bypass yet. I got all the necessary wires connected to R/S. I am trying to R/S with the key in the ignition to confirm that part of the install is correct before moving on to bypass. The truck attempts to R/S but shuts down 3 times consecutively. Manual says Engine Sensing problem. It is in Tachless setting when this happens. I also tried Tach sensing with no luck. HELP

Your 1999 Silverado has the Passlock2 engine immobilizer system.    There is no transponder chip,

so just inserting the key into the ignition switch ( not turned ) will not satisfy the immobilizer system.

On that truck, there is no easy way to do the remote starter wiring test you are attempting.  If you turn

the ignition key to ON to supply the Passlock2 resistance signal, the key has made all of the ignition wire
power connections for you, not the R/S.

You could do the bypass with relays and a resistor, as shown in this diagram  :  http://documents.audiovox.com/700054.pdf

or you could use a bypass module.
