xk06 won't program

I took a picture showing the ignition connections all in picture except orange xk06 to heavy purple from remote start and currently brown wire is snipped. I also went ahead and did the shut down diagnostic which gave 3 blinks indicating low or no rpm which is about right since it doesn't start or even crank. I also attempted to program the xk06 to Passlock 1 and the same thing happens I get the one blink and it programs to passlock 1. I then do the first step of the resistor code programming it clicks and shuts off programming not allowing me to get to step two. I have put it back to passlock 2 and that's where I currently stand.

Does your cobalt have a white or a black connector at the ignition switch?
Looking at the install guide for the xk06, the 2005 vs the 2006 wiring is quite different.
2005 shows PLXR and 2006 shows PKG7. each with different wiring.
Maybe you need to change the wiring to the one that shows the white wire being cut as well as the RED / white wire being cut.

It actually has a 6 pin green connector with 5 of the 6 pins being used, but it did match up to the instructions as far as where the wires were in the connector.

Seems like you have tried everything for the diagram for the 2005.
Maybe you have a 2005 with 2006 wiring.
If it was me, I would try wiring it up following the 2006 xk06 wiring diagram. Might have to flash it to the other firmware, or try it with the PLXR.
Unless someone out there has any insight on this one.

Thinking about just taking the xk06 out and trying a relay with resistor.

The common wire of the passlock is that going to be the WHITE/ black wire.
Pin 86 - 12v
Pin 85 - Gwr RCS
Pin 87a- key side white passlock
Pin 30- BCM Side of passlock
Resistor in between 87 and common wire of passlock.

OK, I found the WHITE/ black wire is the common second passlock wire.

However, as I was starting to disconnect the xk06 to do the relay I found that when I first hooked the xk06 up after reflashing it. I just twisted the wires together to test, well I must have missed the blue data wire as it was the only wire not soldered, but taped up. Soldered this wire, XK06 programmed perfectly as it should. Connected Brown wire. All is a good! Special thanks to smokeman1 for helping in the thread and replying to my pm's.
