I am going to be doing a remote start in a 99 Jeep Grand Cherokee, I am pretty sure that I need the XK09, will this come pre-loaded with the correct firmware for the 99 GC?

Maybe and maybe not.  You need 9.JDL v2.06.  There should be a white sticker on the bottom of module that shows the firmware loaded at the factory.

If you don't have the XKLoader2 cable, make sure the seller flashes the correct firmware prior to shipment.

are there any other bypasses that do not need to be programmed? I know that we used to use the DLPKGMs but it looks like they are not available now.

The Fortin INT-SL+ is a good choice that comes pre-flashed.  There are "on-line" sellers that will flash the module for you prior to shipment.  You could even get an iDatalink bypass module, flashed with the DL CH6 firmware, like the one used in the Pictorial.  I see several EBay sellers with EVO-ALL's and ADS AL-CA's listed with "firmware loaded" options.  ( I don't use XPressKit modules so I didn't check for them.)
