In a solenoid there is a piston that the cable is attached to in your setup and this piston fits into a round tube. The piston sliding inside the tube may need to be lubed, or the tolerances are too tight preventing it from easily sliding inside the tube, or there may be some debris inside the bore locking things up.
If you do a google search for electric solenoid operation you can get an idea as to what is going on inside your trunk release solenoid.
