Yes it can. If you are concerned about that, then wire it to a *switched* +12 VDC power source. Meaning it will only provide power when the vehicle is operating.

You could do that, assuming that the wiring harness is large enough to handle the current drain. If it is not, then you may create yourself a fire hazard in the worse case. To, as simple as damaging the radio..
