amp wont shut off

No, the remote wire is the on and off switch for your amp

So it really is the ON switch. Power from that remote wire switches a relay inside the amp on, which in turn turns on the amp. If that power is cut off, the relay won't be energized and the amp won't be on.    Then, if your amp does not go off, the power to that remote-wire is never getting cut out. Check that.
