Ive never had that problem but a few things it could be is your using the wrong kind of primer or your primer isnt fully dry. The primer i use shows a car on the front of the can and says wetsandable. Your primer may not be wetsandable. Also, make sure your primer is totally dry. shouldnt be hard since its summer.
dream it, build it, fiberglass it

what are you priming?
what grit are you sanding to before you prime?
what kind( brand/model #) of primer are you using?
what grit are you sanding with?

consider some adhesion promoter.  It sounds like the primer is adhering.  If it's aerasol primer i don't know if it's brand specific, but if it's automotive paint I'm sure the same company that makes the primer also makes an adhesion promoter.
