PartsExpress is a trustworthy and well established business, and I've bought from them many times.  The delivery could be a little faster, though.  Don't expect it the next day.
Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

I've spent literally thousands of dollars with Parts Express and have never had an issue with them.  Good people and decent prices, which is why I often recomend them.  If you need it NOW, then shott8283 is correct, you can build your own 6db/octave high pass filter using a 100 micro-farad capacitor wired in series with the positive terminal.  That will block frequencies below about 400 Hz.  If you want a deeper response, go for 400 uF as this will put yu at about 100Hz (but they are MUCH more expensive.)  Just be sure to get audio-grade non-polarized capacitors, not just any old cap at Radio Shack.  Or, simply go to a stereo shop that sells car audio gear and ask for a bass blocker.

Getting a non-polarized capacitor is indeed absolutely essential. Normal (polarized) electrolytic capacitors *could* violently self-destruct if placed in series with a speaker.
But, I too would recommend that you just buy better speakers. Most any $29.95 pair of coaxials (or whatever cheap coaxials may cost) will be a tremendous improvement over paper cone speakers, blown or not.
Also, you could walk into any car audio store and get them NOW (that's always a big plus for an impatient soul like myself) rather than having to order, wait, and pay for shipping.

shop around for generic NP ( non polarized ) Capacitors... i have a supplier the sells 475 at 50 v for about 3 bucks a pair..... when i buy the exact same thing from Lightning they cost me about 22.00 bucks a pair......
