791xv - car starter keeps turning!

P.S. All that is connected right now is the relay, and it's red power lines. If I give power to the red power line u see in the picture above, then power is supplied to the purple & green wire (12v). Also, If I hook in the 4 point harness (which I have long since taken out), there is also power going to the small purple wire on there, as well as the pink one I believe. There is no power to any other wire on the relay at this point (key not in ignition). I would just like to verify if the purple & green wire on the hcrs should have power to them when the car is not operating, not suppose to be cranking, etc.
