meter the power terminal on the amp terminal connector for 12 volts, meter the ground terminal for ground and then meter it to the negative post of the battery and check the impedence... should be less than 1 ohm resistence to ground..... then meter the load of the 2 subs combined... should be 4 ohms for that amp... if its not then wire them in series instead of parallel... it wont hit as hard ( but heck, it's not hitting at all now anyway ) and should run fine.....

having tried all that, if it still does the same thing you may have a problem in the amp.... ( open ground on the RCA input, 1/2 of an output stage blown, etc )
