Does the magnet help in dissipating heat and thus slightly increasing the RMS watts of a similar speaker?

No.

I hear it all the time at the flea market (usually while I'm looking for cheap ceramics) "Dude, look at the awesome mondo ghetto magnet on that sub! I bet that thing bangs! And cool, it's chrome plated too! Dude we gonna bump wit dat!" Sickening.

Ah haha. I bet half or more of the magnet on those woofers is just like magnet colored lead or something. That awesome.
