I have installed a '91 chevy smallblock in my Allis Chalmers tractor. and now need an engine governor. I figure I could hook up a generic cruise control that monitors the engine speed (not the driveshaft) to pulse the cruise unit and control engine rpm. Hooking up a magnet pulser to the flywheel seems a simple solution. Any guidence would be appreciated.i

A mechanical throttle lock would likely be the best solution.
