I have a 2 12 POWER DVC and both of them are wired the same way which is...parallel.....meaning i hooked the positive of one voice coil to the other positive of the other voice coil.....and the same for the negative side.....my subs are 4 ohms DVC.....i took my digital multi-meter and hooked it up to one of the subs...and it gives me a reading of 4ohms.....but when i tested the other speaker it gives me 2 ohms....my question is....can one of the voice coil on a singal sub blow out???...any response is greatly appreciated...thanks in advance...

Read ohms resistance across each individual voice coil with the wiring removed.  Each set of terminals should read in the neighborhood of 3 ohms.

Second test:  connect one sub at a time wired parallel to the amp.  Listen for a difference in volume between the two.  If one sub hits softer and is less audible than the other one then it is very possible for a coil to be bad.

Build the box so that it performs well in the worst case scenario and, in return, it will reward you at all times.

It's called a bench test, and best left to people with the PROPER (AKA expensive and heavy) equipment to do it correctly.
It all reminds me of something that Molière once said to Guy de Maupassant at a café in Vienna: "That's nice. You should write it down."
