^^ Actually NOT true... it can be done either with or without the Nissan Consult tool. To program without Consult, do the following: 1) Close all doors 2) Insert key into and remove it from ignition key cylinder more than size times within 10 seconds. Hazard lights will flash twice. (Make sure to remove the key completely from the ignition each time and don't do the procedure too fast, otherwise the system will not enter the registration mode.) 3) Insert key into ignition key cylinder and turn to ACC position. 4) Push any button on the remote once. Hazard lights should flash twice. 5) Open driver side door. Your welcome

Yep, '95 can only be programmed with these steps (no Nissan Consult option). Use the same sequence, except you push the "lock" button on step 4.
