I just left the staples in until I got the first layer of FG laid down then took a Dremel with cutting disk and went around the inside wall of the ring. When I was glassing I tried not to glob too much resin into the countersink and it really came out pretty easy, pulling most of the 1/4" staples with it.

After seeing Parts Express wanted $40+ for a circle jig consisting of a flat piece of plastic, I figured I could make my own. I used a shower stall liner for it's stiffness and then measured from bit to a place, anyplace, on the plastic and made a pivot hole. For the countersink I just made it 3/4" smaller than the outside ring and woodglued them together.
