Home electrical problem

I have a question about home wiring (110 AC).
I have a nightlight in the living room that has a light sensor in it (comes on at night, off in the day). Tonight it was flickering, but I noticed whenever I touched any part of the nightlight, it would be on and stop flickering. The entire outside of the nightlight is plastic. I replaced the bulb and it did the same thing. I also noticed that if i hold my finger on the plastic outer-casing, i can feel a mild shock going through me.
Then, I noticed in my kitchen that when I turned on the 2 fluorescent lights, they only light up on the ends and won't come on until i reach up and touch them, then they light up and stay on.
It seems like the electrical devices are grounding through me...does that make sense?
This is an older house that I am renting, and I doubt that the wiring is as good as it should be.
Also, I got a very mild shock from an electrical fence yesterday, although that probably doesn't have anything to do with it.
If you have any idea whats going on, let me know. Thanks!

get your landlord to get a electrition in there.

Just change the fluorescent bulbs as they seem to be wearing out. Unless they are the older kind that take a little screw in starter that would need to be changed.
Is this night light the cheapo plug in ones at walmart in a two pack for a buck? Just change it.
