2004 Malibu bypass issues

I have a customer with a 2004 malibu.  She came in the other day and wanted a remote starter reinstalled.  The original installer used a bypasskit PKG-7 bypass only and some how got the car to start.  Now that I am reinstalling the starter I can't seem to get it to work at all.  I know that the malibu has both passkey II and passkey III.  I think that the PKG-7 only works for the passkey II but Im not sure.  Also I tried hooking up the PKG-7 and inserting the key into the ignition and the car still would not start.  Additionally I swapped the bypass and remote start brains with new ones, re soldered and tapped all connections (including the passlock ones) and still I can not get the car to start with the remote starter. 

What happens is the remote starter will engage and the car will act as though it has been started but the engine will not crank.  Also I checked voltage at the ignition and accessory wires.  The accessory does drop to zero during crank.  All other voltage is good.

Double check all the main wires. Crank, ACC1, ACC2, IGN1, IGN2..
MECP certified (If it really means anything)

The malibu only has one ign and one acc.  No starter or ing 2 or acc 2.  All connections are solid.

After doing a ton of reserach I think I am going to try a GMDL-BP and see if that works.  It is supposed to defeat the passlock II and passkey III + system.  Thanks for the info but I can't access the link you sent.

Finally I figured out that all I needed to do was disconnect the accy wire.  it wasn't dropping out quick enough to engauge the starter.
