I need help figuring out how to wire the subs to the fosgate 900 watt amp.
it has 4 channel. I have 2 subs SVC. I believe they are 4 ohm impedance.

if they are four ohm then you can simply bridge channel 1 and 2 to one sub and then channel 3 and 4 to one sub

I have tried, but for some reason there is no sound coming from the opposite sub,
both subs work, all channels. work
Im only using one pair of rca's could that be the problem?

Yes. Hook up all rca inputs on amp. If you only have access to one pair of rca cables at amp, buy a splitter and that should solve your problem.

I have a subwoofer output on the deck, which i used to hook up into the amp. so what is it that i need to do?

I mean i have one pair of subwoofer RCA output, which i used to run it to the amp. NOw how do i wire up the speakers to the amp
so they all bump?

Go buy 2 sets of RCA splitter cables that have two male ends and one female end. Plug the males into the amp so it turns your 4 rca inputs into two then plug in your sub out cables from the deck and you are good to go.
