I am installing a new deck into my 03 malibu.  I am using a wiring harness, the gmrc-05, and I have no power.  I hooked up the deck and it will take and eject cd's, but it won't turn on.  I tried to re-hook up the ignition wire, but it still won't turn on.  Any help or idea's would be greatly appreciated.

Look through the manual. There might be some sort of reset function. Did you hook up the illumination wire? sometimes that makes the displays really dim if not done right.

It's likely a power problem.  Ensure both your constant and switched leads are showing what they should.

I hooked my ignition to my constant and the deck turned on.  How do I fix the problem with the ignition wire, xince that is what it must be.

You've probably got a bad integration piece (gmrc-05).  The reason I say this is because it's supposed to supply the switched lead- if it didn't have constant power, it wouldn't be able to do this.

How can I fix this integration piece?  or do I have to get a whole new harness?

Whether you can fix it or not, I would return it for another.  If you came to my store with a problem, and there was evidence that it had been tampered with, I'd make you buy another.  Don't try to fix it.
