Cranks, but not long enough to start...... and then KEEPS the ignition and accessories on? That sounds more like a wrong tach wire to me. Make a couple of tests:
TEST: Remote-start the car. As soon as it starts (or pretends to start)........do the parking lights come on immediately? Or do they come on 10 seconds AFTER the car has started?
---If they come on immediately, you're in tach-sensing mode.
---If they take 10 seconds to come on, you're in voltage-sensing mode.
TEST: If you ARE in tach-sensing mode.......remote start the car. Hit the gas and rev the engine way up---the unit has over-rev protection and the remote start should shut down.

--If you're in tach mode and the over-rev protection doesn't work, you probably have the wrong tach wire.
--If you are in voltage mode.......my experience with Audiovox product in Dodge Neons tells me that you will have good results if the CRANK TIME is programmed for 1.0 second........and the VOLTAGE LEVEL for "less than" .5 volts.
(If you leave it on "greater than" .5 volts, it'll still work fine, except when the air conditioner is on, and then it will shut down because the voltage doesn't increase enough when the car is running.

As others here have said, here's the deal with the programming:
--I forget which feature # it is, because the 997 is new, but there's a setting for Voltage or Tach.
--If it's in Tach mode, it looks ONLY for signal on the tach wire.......... the settings for Voltage level, Crank time, and Averaging have NO EFFECT on anything.
--If it's in Voltage mode, the GREEN/ orange tachometer wire is IGNORED, and the unit will operate according to however you set the Voltage Level, Crank time, and Averaging features.
